“Hal Haskell for Mayor” was part of Harry G. Haskell, Jr.’s 1960s Republican campaign for mayor against the incumbent Democrat John E. Babiarz. Hal was Haskell's nickname. Haskell served as Mayor of Delaware from 1969-1972, Haskell voted in favor of the Civil Rights Act of 1957 and before taking office as mayor, he enacted the student loan program which is still in place today.
